Community policing is about the police being member of the community, removing hierarchical barriers and understanding the needs and concerns of the population.
Community is not necessarily geographic but more based around the concept of "center of interest".
Having a 2 way communication is essential for this.

Some regions of the UK have recently seen a 999 for non-emergencies, precisely for allowing people to report things there were concerned with.

Since we live in our neighborhood, it's our duty to work on making it better (the guy in the other town doesn't care...)
The ultimate goal is to prevent any crime before it occurs.
